**In AdOps:** Ad sets is the second rule level in the AdOps rule builder (`adset`), and choosing it changes the level of the Insights read the engine evaluates. AdOps executes its actions at campaign level, so ad-set level is for evaluation and reporting rather than ad-set writes.

An ad set sits between the campaign and the ads: it holds targeting, placements, optimisation event, schedule and, unless the campaign holds it, the budget. AdOps offers Ad sets as one of its two rule levels, which switches the Insights read to ad-set level; the actions AdOps executes remain campaign-shaped.

## What lives on an ad set rather than a campaign?

Audience, placements, the optimisation event, the schedule and the bid strategy live on the ad set. So does the daily or lifetime budget, unless campaign budget optimization moves it up to the campaign. Because Meta restarts the learning phase after a significant ad-set edit, this is the level where budget changes carry the most delivery risk.

## What does choosing the Ad sets level do in AdOps?

Selecting Ad sets sets the rule level to `adset`, and the engine reads Insights at that level for the conditions it evaluates. The Estimated match readout in the builder then counts ad sets rather than campaigns, so the number shown before saving reflects the level chosen.

## Which budget does AdOps change?

AdOps writes budget changes at campaign level. On a campaign spending Rp 2,000,000 a day, an Increase budget action set to 25% writes Rp 2,500,000 to the campaign, after re-reading the live daily budget from Meta immediately before the write.
